| Abstract | ||
| The effects of the Corona pandemic were not limited to the health aspect, but extended to include legal systems that knew relative stability, especially those related to a number of basic freedoms enjoyed by the individual, especially those related to his freedom to receive treatment, and this commitment aims to respect the patient’s will to accept treatment from Or not, which was imposed by the Corona pandemic, imposing a freeze on compulsory vaccinations to prevent the exacerbation of the outbreak of this disease because vaccination operations, despite being linked to many restrictions, controls and procedures, as well as health rules, still face more challenges and raise many problems that relate primarily to both sides. This problem aims to shed light on the legal and administrative challenges and the position of responsibility in light of the emerging variables, in order to achieve a better understanding of the effectiveness of the legal and administrative system in confronting health crises. The scope of administrative responsibility for implementing the new mandatory vaccinations will be investigated in accordance with the Iraqi Law on the Provision and Use of Corona Pandemic Vaccines No. (9) of 2021. In light of the exceptional circumstances imposed by the pandemic, many questions arise about how to determine the responsibilities of the administrative bodies concerned with implementing these vaccinations. | ||
