Abstract
The problem of water security is one of the most prominent real crises in Iraq, because any defect in the aspect of water security will lead to a similar defect in the aspect of food security, and then the national security will be in great danger. The term water security was put forward by international bodies and organizations and adopted by governments to come along with other terms such as food security, economic security and social security, which aims to address the dangers that threaten society in order to take the necessary legal measures to mitigate their effects or remove the damages resulting from them. The reality of the situation in Iraq prompted us to think about the necessity of preserving water rights towards Turkey and Iran. Several agreements were concluded in application of the principle of good neighborliness and in implementation of the rules of general international law in the field of water security. However, the problem lies in the weakness of the application of legal mechanisms to make the best use of water in order to use fair division as well as taking into account the water rights of the riparian countries. The nature of the national legal methods for maintaining water security.
