Civil Liability of the State Resulting from the Damage Caused by Stray Dogs

The research aims to shed light on and address an important topic related to human life, as the phenomenon of the spread of stray dogs has become a danger to citizens, not to mention the traffic accidents caused by stray dogs, as well as the environmental damage caused by these dogs. The spread of the stray dog phenomenon, which is considered an uncivilized phenomenon in large numbers, poses a threat to personal and social security, in addition to its repercussions on the health, psychological and environmental aspects, and the spread of panic and terror among women, the elderly and children, as well as physical injuries from dog bites. The responsibility for combating stray dogs lies with the state, based on the state's constitutional responsibility to preserve the public health of the citizen, protect the environment and the individual's right to live in healthy environmental conditions. We will address the research topic through an introduction and two sections, where we will devote the first section to defining stray dogs and distinguishing them from owned dogs and the nature of the damages resulting from them and the authority responsible for combating them, while we will talk in the second section about the legal basis for the state's responsibility for the damages of stray dogs and their legal effects, and then the conclusion.
