| Abstract | ||
| The research deals with the role of international custom as one of the main sources of international law in holding the permanent members of the UN Security Council accountable. These countries have remained for more than seven decades fortified by the UN Security Council and the UN Charter, which provided them with a strong fortress against being held accountable for violations of the rules of international law. Moreover, the international legal system, despite its development, has not been able to enforce the rules of international law against these countries. However, according to the discussion in this research, the researcher concluded that international custom can be used as a mechanism to hold these countries accountable in the event of violations of the rules of international law. In order to reach this conclusion, the researcher relied on more than one research method, and the research was divided into an introduction, two chapters, and a conclusion in which the researcher reviewed the conclusions he reached. The first chapter dealt with holding the permanent members of the Security Council accountable as a conceptual framework, through the practice of the scope of accountability, and the connection between accountability and international standards and their differences from international responsibility. In the second section, the researcher discussed international custom as a means of holding the permanent member accountable, by clarifying the concept of international custom, the role of international customary rules in holding the permanent members accountable | ||
