Abstract
The principle is that responsibility is in the size of power. It is a principle that applies to the powers of the councils of Saudi university institutions, in all their different, university councils, scientific councils of universities, councils of colleges and institutes, and departmental councils, which are exercised especially through the meetings they hold. This responsibility presupposes, adherence to regular and ethical controls governing the outputs of meetings and ensuring their administrative legitimacy. That is to achieve the desired goals, especially ensuring their quality, and through them the seriousness and quality of contribution to the operation of the higher education facility, within the framework of realize the state's educational public policies, which are based on the outputs of the kingdom's Vision 2030, and the components of governance. This administrative legitimacy is a comprehensive legitimacy of the various forms of outputs of the meetings of the concerned councils, regardless of their diversity, but especially administrative decisions. This is what justifies the control over these outputs, which is a multi-form, previous and subsequent judicial and non-judicial control. within the limits of its powers and authorities, the councils to assume responsibility for ensuring legality and quality in order to avoid judicial and non-judicial, disciplinary, civil and sometimes penal follow-up.
