Abstract
External intervention to protect civil human rights is a process that includes the intervention of states or international organizations in the internal affairs of a state, with the aim of protecting individuals from human rights violations, and this intervention comes in a variety of contexts, including civil wars, repressive regimes, or cases of genocide, and the reasons and motives for intervention are as follows: 1. Human solidarity: the desire of states or organizations to stand with victims and uphold human values. 2. Strategic interests: Sometimes the intervention is in line with the political or economic interests of the intervening countries. 3. International obligations: such as conventions and treaties that urge the protection of human rights. The types of interventions are as follows: 1. Diplomacy: Pressure on governments through sanctions or negotiations. 2. Humanitarian: Humanitarian assistance and international monitoring. 3. Military: The use of military force. The intervention can be through international organizations such as the United Nations, and the intervention may include the nationals of the intervening state as well as the nationals of the intervening state, and the attack on human rights justifying the intervention must be a grave and repeated attack on any of his fundamental rights and freedoms, and the means of international humanitarian intervention range from their intensity, if they begin with condemnation and cessation of military and humanitarian assistance, severing economic and military relations, then imposing economic sanctions, and finally using military force if necessary,
