| Abstract | ||
| Due to the developments that sport enjoyed in the late twentieth century and the continuity of its development, it became a social activity that generates rights for those concerned and associated with it, and this led to the compulsion of the intervention of the law in its life, and from here the law entered into sports activity, and organized it, but emerged from this intervention different legal opinions about the birth of a new branch of law under the name of sports law, whether by denying it, or supporting its relative existence, or supporting its existence at all. On the other hand, legal intervention in sports life has produced a legal debate about the internationality of rules, sports law or universality, since sports law is a kind of cross-border law that is concerned with regulating cross-border sports activity. Accordingly, this research deals with the meaning of sports law between international and global through the statement of the definition of sports law across borders and the classification of its legal rules, and the extent of state intervention in the enactment of its legal rules, and the extent of access to public law in life Sports law across borders, and whether the application of legal rules in public law such as civil law on sports activity comes with the loss of independence of sports law across borders | ||
