Abstract
The position of the Prime Minister represents a corporation, and the ministry in the parliamentary system represents governance in light of the principle of non-responsibility. Therefore, the Council of Ministers is considered the link between Parliament and the President of the country. In addition to that it alone takes the actual authority and itis alone responsiblein front of Parliament.So, the relationship of balance and cooperation arose between the two authorities, and the government emerged from Parliament has of the authority of which dissolving Parliament is the most important.Based on this, it can be said that if this cooperation and balance in the parliamentary system is restricted or disturbed, this system will become disturbed too and will move closer to another system. Accordingly, it will not lead at allto its democratic results. The development and success of the British experience in the parliamentary system as a form of political system existing in countries around the world led to the adoption of this form in many countries, but the difference in the internal and external environment of these countries has had a prominent and clear role in the success or lack of this form.
