| Abstract | ||
| Water is one of the most important blessings bestowed by God upon His servants. Conserving water resources has become a global issue and a vital element of life, affecting all aspects of life. It is of particular importance to us in the Kurdistan Region and Iraq, where water scarcity causes significant harm to various aspects of life. Ensuring sufficient water for drinking and daily use is an obligation of the administrative authority, which seeks to protect water resources and prevent their misuse and pollution through the competent administrative bodies, using the means and powers granted by law. However, this vital resource faces numerous risks that contribute to its depletion, including water pollution, waste, and illegal use. To ensure this, specific administrative penalties must be implemented, imposed by the competent authority on those who violate the legal rules governing the protection of water resources, to deter violators and others, and to limit the damage resulting from these violations. A set of administrative penalties has been established, including financial penalties, including fines and administrative confiscation, or non-financial penalties, including warnings, closure of facilities, license revocation, and removal. | ||
