The Role of Management in Preventing the Risks of Social Media - The Iraqi Content Monitoring Committee as a Model (Comparative Study)

The increasing risks of social media and their threat to national and social security require state intervention and regulation of their use. The extent of censorship varies from one country to another, but most countries have legislators who regulate administrative censorship of electronic websites, including Egypt and France. However, the Iraqi legislator has not issued legislation in this regard. However, the Communications and Media Commission has issued a regulation to regulate digital content in Iraq, numbered (1) for the year 2023. This is the first official regulation to regulate digital content in Iraq, but it has been subject to criticism, which prompted the Commission to reconsider its texts, and it has not yet been approved. The administration's methods for monitoring social media sites have varied, the most important of which is licensing, whether licensing the creation of websites and web pages or obtaining a license for advertising and promotion. Among the most important methods used by the administration is the establishment of observatories. In Iraq, a committee has been formed to monitor inappropriate content, and in Egypt, a computer and information network crimes department has been established. Blocking and banning are also used, by blocking sites that violate the law, public morals, and societal values. Both the Iraqi Ministry of Communications and the Communications and Media Commission have the authority to block sites and pages that violate public morals and ethics and publish inappropriate content.
