Abstract
The Role of the US Congress in Making American Public Policy The US Congress is one of the important institutions in the United States, because the policy-making mechanism depends on: the constitution in the first place, and the powers it has granted, and the legislation approved by Congress in its two branches: the House of Representatives and the Senate, and then the existing norms. The research problem, which has been identified, is related to the roles played by Congress in making public policy in the United States. The importance of research on this topic is determined by the fact that the United States is an important country, and the formulation of public policies in it is important, with its internal and external dimensions, to determine the centers of power within the United States. The tools of influence for Congress are determined in: legislation, oversight, holding office, approving the budget, and it has the authority to direct the impeachment of the President of the Republic.
