Abstract
The fundamental pillar upon which the success of the price reduction process depends lies the consumer, who accepts to purchase goods or receive services offered by the commercial establishment under the guise of discounts and seeks out the discounts offered by the establishments on their products. Therefore, they are the primary target of the risks of price reductions, and their interests are threatened with harm and damage. Therefore, legislation, through consumer protection laws and laws regulating the price reduction process, has sought to take into account their interests and prevent harm. Given that the process is linked to the individual consumer, and the establishment's interests in the price reduction process depend on what enables it to gain consumer satisfaction and achieve their goals, legislation has sought to impose two types of liability in the civil sphere: tort liability, borne by the discounter when they fail to fulfill their legal duties, which could harm the consumer, and contractual liability, based on the bond that connects the consumer to the discounter within the framework of general rules and within the rules designated for their protection.
