Abstract
Correctional institutions are no longer content with traditional methods of monitoring criminal behavior. Instead, they are beginning to adopt "smart monitoring" systems, which aim to analyze prisoner behavior in real time and with precision, and to predict potential criminal patterns within the inherently closed environment. This is achieved through the use of smart technologies that correctional institutions have incorporated into their operational policies. This development came as a practical response to several challenges facing correctional institutions, including: high rates of violence among inmates and the difficulty of predicting criminal behavior. This study employs an inductive, analytical, and comparative approach. The inductive approach is used to extrapolate recent developments in the use of smart technologies in correctional institutions and to analyze relevant legal texts. The analytical approach is used to analyze the content of relevant legal texts and regulations. Likewise, in studying the legal and ethical aspects related to the intelligent monitoring of criminal behavior, the comparative approach is employed to compare the practices and experiences of countries in the intelligent monitoring of criminal behavior and legislation that have adopted smart technologies to develop the policy of their penal institutions.
