Abstract
Delegation is considered an administrative act according to the law. The person with the original competence entrusts part of his powers to one of his subordinates, under his supervision and control. This means that delegation is from a higher party to a lower party. The mandate takes place in view of the complexity and increase in the tasks of the central public authorities, in an attempt to control them and confront the various challenges and crises that they are facing in order to manage the public facility in the correct manner. Under the constitution, federal authorities in the country can delegate a portion of their powers for various purposes, including providing subordinates with the opportunity and confidence to demonstrate their competence, exert their efforts, and offer their contributions and professional expertise. Delegation distributes job duties, reduces the burden on higher public authorities, and saves time and costs. It is for a specific period of time, for specific individuals, and has specific, original powers, not delegated, as they are considered an exception to the rule.
