| Abstract | ||
| Climate change is one of the most prominent challenges facing countries around the world today, transcending the environmental dimension. Climate change significantly threatens societal peace and political stability in countries, particularly fragile states or those emerging from armed conflict. In this context, the need for climate justice becomes clear as a legal and ethical framework that links environmental protection, human rights, and sustainable development. Public administration, as the entity entrusted with implementing environmental policies and charged with the responsibility of environmental administrative control, plays a fundamental role in achieving this justice. This administration possesses the tools granted by law to confront such challenges through means that contribute to achieving societal stability, which in turn positively affects peace building. This study adopted the descriptive analytical approach in extrapolating the basic concepts, as well as the comparative approach in presenting successful international models in this regard, which contributed to employing environmental justice as part of the peacebuilding process, while analyzing the reality of environmental management in Iraq and its challenges. The research concludes with a set of legal and administrative recommendations that would enable management to become a central player in engineering climate and social stability. | ||
