The Impact of the Digital Economy on International Trade Relations: A Case Study of Iraq

Abstract
The digital economy is a system of an international dimension whose prominence emerged at the end of the last century and continues to constitute a major field of scholarly debate. It is founded on a conception that integrates digital technologies into economic activities in order to capitalize on the advantages offered by digital transformation, including the use of the Internet, artificial intelligence, the Internet of Things, cloud computing, and other technologies, as well as the extensive accumulation of data to drive international relations and achieve a rational balance between the production and consumption of goods and services. The world has become rapidly transformative, and states are therefore required to keep pace with digital development with greater flexibility, particularly with regard to their policies aimed at lowering the ceiling of ambitions associated with the desire to manage their affairs in isolation from external interventions, and at adapting their legislation to benefit from opportunities for expanding economic activity and accelerating growth that supports innovation and secure competition. Accordingly, this qualitative study adopts the content analysis method and the case study approach to analyze data derived from reports, books, and academic research, in order to emphasize the importance of digital transformation in the lives of states and to encourage the introduction of certain updates to the mechanisms governing economic activity so as to align with these developments, particularly in Iraq
