| Abstract | ||
| Public service is a social service and a sacred trust, so it is necessary to provide legal protection for the public employee after the harassment behavior occurs against the public employee and occurs during the performance of his job duties or in connection with the performance of them, i.e. because of them, from proving the occurrence of the crime against the female employee victim, i.e. the occurrence of the behaviors that constitute this crime, as mere words and rumors are not considered, but rather the female employee victim must provide all the evidence that proves this, with the help of the testimony of her colleagues at work and the help of paper and electronic messages and electronic recorded voices. The administrative official may not perform his job duties, nor work in accordance with the sanctity and ethics of proper and sound work, by using his powers and privileges to pressure some of the subordinates and employees working in his department and institution by committing the crime of harassment in the workplace. When there is no response, the administrative head imposes disguised penalties, or forces them to perform work outside their jurisdiction, or transfers them to another department. All of these actions will expose the public employee during or because of the performance of his job to harassment. These behaviors may be practiced by other people who come to those government departments and administrative institutions and commit the crime of harassment against public employees, | ||
