| Abstract | ||
| The Turkmen are the third largest ethnic group in Iraq after Arabs and Kurds, and have deep historical roots stretching from the Islamic era to the modern state, forming an essential part of the Iraqi social and political fabric. Turkmen have contributed to cultural and economic life, but they have suffered from political marginalization and underrepresentation in state institutions throughout most of its history. After 2003, they were given greater scope for political participation, but their presence remained limited due to internal divisions and weak organization and institutional support. Despite ongoing pressure, they have preserved their language and ethnic identity through schools and cultural centers. They have proven their effectiveness in the fields of education, the economy, and public service. This research confirms that ensuring justice for the Turkmen and their political and cultural empowerment is a necessary step to consolidate the concept of citizenship and build a democratic, pluralistic, and just Iraqi state. | ||
