Abstract
The study addressed the role of administration in combating currency smuggling through electronic means, taking the Central Bank of Iraq as a model for analysis and application. It stemmed from a central research problem represented by the question of the adequacy of the administrative, legal, and technical tools adopted by the Central Bank in confronting this complex phenomenon, the risks of which have grown due to technological developments and the expansion of electronic payment systems. To achieve this objective, the study employed the descriptive-analytical method in examining the relevant national legal texts, in addition to the deductive method to derive results and proposals. The study concluded that, despite their importance, the measures adopted by the Central Bank of Iraq still suffer from legislative and institutional shortcomings that limit their effectiveness. This necessitates the development of the legislative and administrative framework, as well as the expansion of modern technological applications, in a manner that ensures a more effective response to currency smuggling crimes committed through electronic means.
