| Abstract | ||
| Higher education institutions are considered among the most important societal entities that play a pivotal role in educating young people and preparing them for social and professional life, in addition to their active contribution to building the modern state through the cognitive and scientific mechanisms they provide, which help develop and consolidate ideal concepts and values within society. The state, as an integrated entity composed of land, people, authority, and sovereignty, is based on a system of values and principles that ensure its stability and cohesion and enhance its ability to achieve the public good, while also reflecting the extent of respect for national sovereignty at both the internal and external levels. Accordingly, the integration of the roles of the government and educational institutions in instilling these values among citizens contributes significantly to achieving progress, development, and prosperity. This research employs a descriptive and analytical approach, examining the activities and initiatives undertaken by higher education institutions to promote citizenship values. The research problem centers on understanding the nature and types of citizenship values, the challenges they face, and the role of higher education institutions in fostering these values within Iraqi society, while also identifying the current state of these institutions and their key functions. | ||
