| Abstract | ||
| This study addresses one of the main obstacles to implementing federalism in Iraq, namely the weak capacity of administrative staff in the regions and governorates to manage the powers transferred from the central government. The success of federalism depends not only on the existence of constitutional and legislative texts, but also on efficient administrative bodies capable of managing the powers assigned to them, in addition to the presence of a genuine political will on the part of the federal authority to implement this system. The weakness of administrative personnel has a significant impact and poses a strong challenge to the implementation of this system, which requires highly experienced and competent staff. The nature of this topic necessitated that it be divided into two main requirements. In the first requirement, we will address the shortage of qualified and specialized personnel to manage the powers transferred from the center. This requirement includes a statement of the reasons for the shortage of specialized personnel and the effects that result from this. As for the second requirement, we will address the central authority’s failure to respond to the application of the federal system.
