Abstract
Most international legislation agrees that individual rights and freedoms are guaranteed and inviolable, including the right to freedom of expression and publication. While international laws strive to establish safeguards to protect these rights, these rights and freedoms are not absolute. They must be subject to limitations, the most important of which is the protection of public order. This is the objective of the administration, and individuals must adhere to it willingly or unwillingly. This compels the administration to strive to maintain these limitations by all available means. However, in our present era, some phenomena have emerged that threaten public order, including the phenomenon of digital trends that disrupt public order. This is a relatively recent phenomenon, its name coinciding with the rapid development in the use of modern communication technologies and the emergence of digital platforms on the internet. These platforms have contributed to its rapid spread and influence on public opinion, facilitated by mobile phones, which enable the creation and dissemination of content, whether visual or written, through social media. These actions are difficult to curb. Because it is carried out through technologies that are difficult to control and hold perpetrators accountable in traditional ways, and in some cases it is impossible to hold those who carry it out accountable if it has been committed outside the country’s borders and there is no international cooperation in the legal field;
