Abstract
This research analyzed the challenges relating to the implementation of sustainable agricultural development practices in Iraq. It was conducted in the four governorates of Baghdad, Babil, Wasit, and Karbala in the central region of the country and involved 950 employees of the Ministry of Agriculture and its affiliated companies and projects. A proportionate stratified sampling of employees was used covering 274 or 29% of them. The questionnaire comprised 67 items covering the main topics and its validity was verified by 24 experts, while Cronbach's alpha reliability coefficient was high. The results showed that media ranked highest with a weighted average of 4.01, followed by planning and implementation (3.99), management (3.95), research and development (3.76), and finally financing (3.12). The findings showed that the system for sustainable agricultural technology dissemination has institutional weaknesses represented by a lack of coordination, unclear roles, and the absence of a central data system. Further, lack of training, weak incentives, and limited powers for agricultural extension workers were also noted. Financial constraints and poor resource allocation also hinder research and development due to a lack of incentives, fragile partnerships, and the absence of dissemination channels. The study recommends strengthening institutional coordination, developing agricultural extension through training and incentives, reforming the financing system with sustainable mechanisms, supporting research and development, and modernizing the media using modern strategies to ensure sustainable agricultural development and food security in Iraq
