| With the changes the new constitutional in Iraq and in the light of economic changes and openness to the outside world and the technological development of sciences of various and multiple domains that require the intervention by the State to the need for the sustainability of life, which requires the use of available resources in the areas of reconstruction and that serve the community and achieve well-being, and must be authorized at this critical stage those resources be directed in the right place for the purpose for which the most important and is supposed to be the lowest cost for maximum benefit, similar to countries suffering from scarcity of resources and obligations which are large and least sophisticated and most in need of money. | ||
