| Abstract | ||
| States to resort to the present time the use of public spending, as well as other financial instruments (taxes, public loans, government spending ... etc) in achieving a high rate of economic growth. The reaffirmation by the States and the various systems to increase public spending on social services is not due to be considered essential services or essential to the economic development process, but because of its direct effect and is effective in increasing the rate of development and to drive progress, because spending on education and health contribute to the preparation of the man who position to make the most of what is available to the environment surrounding the resources and possibilities, and this potential change in his favor, so the spending on education and health contributes to complement the functions of economic development would help to achieve comprehensive development. | ||
