| Abstract | ||
| The world is witnessing profound changes at all levels, led to the difficulty to differentiate often between what is internal or external, with increasing openness to the outside in the light of globalization, have changed a lot of axioms and concepts, which summoned him to go towards the adoption of policies of economic reform, political and even social. In all of this, the need is necessary to acquire knowledge, use and share, while continuing the products and services in the fact that the main sources of wealth and a leader in the global market, grew out of a source of wealth is a new sector knowledge, and become a knowledge-a key factor in generating wealth and prosperity on a global scale, and the opportunity to open up to the outside world, for the standard of living better, more sustainable and to serve future generations. On this basis, we see that Iraq is an important part of the overall humanitarian developments and changes, despite the suffering economy and society in light of the reality is very difficult. | ||
