Abstract
Has seen the global economic system through my contract eighties and nineties of the last century a new phase, characterized by the movement of capital on an international scale and the scale, where capital flows have gained importance, as an important source of financing for development in States and developing countries alike.
As a result of facing the Arab countries in the group of developing countries, development challenges have focused mainly, in the scarcity of domestic resources to meet the requirements of economic development, these countries relied on external funding, to promote their economies and societies. Therefore it was necessary to seek Arab countries, and through its economic policies, to make strenuous efforts to improve the efficient use of external funding and correct tracks to speed up the process of development.
