Abstract
The principle of the loan or obnoxious suspicious of the issues that give rise to controversy among researchers, because the uncertainty put to the test of the loan repayment from the lack of it, so there is overlap between economic and political factors, legal and which decides whether the loan is suspicious, "or not! Face of the Iraqi economy after April 2003 challenge "important" is the ability of Iraq to address the problem of foreign loans incurred by him, if he could prove the principle of Iraq on dubious loan debts, there is a window of opportunity would be to cancel the debt or a large part of it. But there is another dilemma can arise when implementing the principle and the elimination of those debts are those relating to loss of confidence that would result from the Iraqi economy and that if he tried not to pay those debts under the pretext of lack of legitimacy, while the other way, which can route of Iraq is to enter in negotiations with the creditor countries in order to extinguish the debt or a large part of them, but this way will face the problem of the other, which are obligations that would have on Iraq to the international community, especially the conditions set by the international Monetary Fund and the World Bank and of package procedures or recipes that the Iraqi economy applied , which some see it stripped Iraq of the economic independence of its decision.
