| Abstract | ||
| With the development of the role and function of the state of contemporary, especially after World War II, from the State Protection and down to the welfare state through the state of services, the government consists of a large number of functions differentiated tasks and duties and the different ranks and grades, which make up the main component of the structure of government, which varies in size and function from state to state depending on several factors, including social, political and even economic, but the importance of working in government jobs, and the importance of staff, called for some to say (that the State is worth only what worth the public employee). the large volume of government jobs and staff it needs to point to the task of administration and management of the civil service both at the level of planning, organization, direction or control and other tasks different to opt, appointment, promotion, promotion, training, etc., which are different for different countries in size and population and the nature of the political system, administrative and other factors are different. | ||
