Abstract

So that the issue of food security is still linked to our lives and our stability in the light of our dependence on foreign food imports in Iraq makes the area of food-deficit countries, on the other countries of the world subject to the laws and the WTO agreements. Iraq is not new in agriculture, I have known since 5000 year, as well as it's first civilizations known as the Agriculture, and the deterioration of this site after the fall of Baghdad in 1258, and in the modern era entered the agriculture sector contributor in the formation of the national economy when the shift of population from nomadic to the countryside in the early the last century, in addition to that there is potential for tremendous agricultural by the Tigris and Euphrates, as well as geographical location, which is located at the eastern end of the Fertile Crescent, an area of tremendous diversity of the types of crops and pastures, which constitute approximately 40% of food crops consumed in the world It is then that Save this diversity is very important not only for Iraq but for all types of these crops in the world (). In light of the changes experienced by Iraq, the agricultural sector is facing problems as varied as what is inside, particularly the problem of high salinity and the escalation of the phenomenon of desertification, including what is outside in the light of the heavy reliance on agricultural imports, which receive an annual burden of a growing balance of payments and, the more aggravated the external debt and carrying costs expensive to service this debt. On that basis, have to Iraq to review the policy arbitrary used in the agricultural sector, particularly the policy of agricultural pricing, which is noted Mtabaha that there is a big difference between the objectives sought by the hardware pricing and what is verified from these objectives, the Authority's ruling relied on this sector to ensure food for the people under international sanctions, while I worked those policies in the creation of skeletal deformities in the national economy and, of course, this also requires a reconsideration of the role of the public sector in the management of the agricultural sector and provide an opportunity for the private sector to contribute to the development of agriculture in Iraq, as what is happening in the countries of Arab, if we assume that the economic adjustment programs may be introduced in some of the economic sectors in Iraq.
