| The shift that took place on the importance of the state's role in economic and social activity on the levels of thought and / or practice had an impact of a change in perception about public spending (Public Expenditure) in the fact that spending and functionally (Function Expenditure), any sense that spending by the government of order to satisfy the needs of public and achieving the goals of community economic and social development. Has resulted in the practical application of policies, Keynesianism to the direction of government spending to increase consistently in the majority of developed countries and developing due to the magnitude of the tasks undertaken by the governments and the gravity of the targets to be achieved, making it the steady increase in this spending phenomenon unique in the public finances for her money from the effects of economic and social on the economy of the country concerned, particularly when resources are limited financial resources available for interview this increase. This has gained importance especially in developing countries, including Morocco. Often, the steady increase in government spending great impact in the emergence of the budget deficit and its continuity over two decades.
