| Abstract | ||
| Workers face in the field of education a lot of different problems, the problems are not known to the problems of intuitive unknown or other problems mysterious, has been used a lot of managers to deal with the kinds of problems, options typically frequent and ready-made solutions which is called the decisions routine, as it confirms (pigment 0.1980 , p 51) that Mtakzu decisions of this kind to be fully aware of the alternatives presented and the results in certain circumstances can predict the future with the results of the decisions taken. There are other types of decisions determined by the nature of the problem and the solution required them, including the creative decisions, where is this kind of decisions open and non-programmed and take in the circumstances is uncertain and vague, does not have the decision makers the appropriate information so that they can not determine the future consequences and likelihood of occurrence and therefore difficult to choose the preferable option, as well as it occurs a change Pursuant differs from previous work, and this was confirmed by a number of general managers in the Ministry of Education and managers of public schools (2 general manager and 6 principals) of those interviewed by the researcher after they were asked a question regarding the types of decisions taken in their institutions were to answer is the lack of decision-making and creative application solutions not defined results and adoption of decisions routine with known solutions to the problems they face and for a number of reasons, including the central decision-making and I told the powers granted to the Director as well as fear of the results unexpected and change caused by this kind of decision in the context of Previous work if they have been taken and the application of new solutions to problems have never applied before. Here is true that the educational institutions in Iraq is not lagging behind that that which is managed in a way, as this kind of decisions need to be training and the provision of energy and creative powers of its employees. As it confirms (Rahif, 1997, p 146) ((The decision creative requires the ability to see new relationships for the production of ideas is not unusual. Which makes educational institutions, like other institutions are afraid to deal with this kind of decision, and favors the adoption of resolutions programmed characterized by the conditions and situations confirmed in the future)) and here show the research problem is evident in the lack of decision-making creativity in educational institutions and these institutions would lose gradually the ability to renewal and continuity, and the disruption of the energies and efforts creative in which they operate, which in turn does not serve the current conditions experienced by the country after the siege of unfair and damaging and destruction, requires us to belief in the need for change and development and investment efforts and creative energies to the maximum extent possible because the twins creativity and economic progress of civilization of the society. So research seeks to find a systematic steps to make the decision of administrative creativity in educational institutions. | ||
