| Abstract | ||
| The developing countries witnessed a huge urban growth, especially in the second half of the twentieth century due to the liberation of a great part of them, the independence of their resources, especially the oil resources, the increase of their financial revenues, the decrease in mortality, the increase in births and the available work opportunities in big cities. The study addressed the problem roots at the early thirties of the twentieth century which increased at the fifties and after the collapse of feudalism, it rose then emerged again in the eighties only to worsen post the American occupation of Iraq 2003, in addition to the rise in the value of leases which led a lot of families with limited income into trespassing the lands belong to the State because of the weakness of the municipality control. | ||
