Abstract
Abstract: Most of Arab countries suffering from multiple economic problems impede the process of economic and social development, but it is the most serious economically is that it suffers from the availability of surplus funds unused well, which is paid out to the world markets due to the lack of suitable investment climate in Arab countries. Therefore there is a decline in the proportion of inter-Arab investment compared with international Arab investment, as the Arab economies more open to Western economies, and thus to its investments in front of the Arab economies, this decline in bilateral investments return to the lack and failure of appropriate infrastructure and political instability and lack of confidence in the investment climate prevailing in the Arab countries in addition to the large gap in the efficiency of administrative and institutional procedures associated with investment projects. Hence the objective of this research is to identify the concept of bilateral investments, noting the problem of inadequate of domestic resources necessary for finance economic development and thus to resort Arab countries to bilateral investments, assuming that bilateral investments will contribute to bridging the gap of local resources necessary to finance the process of economic development in Arab countries.
