Abstract
Increasing attention in recent years the development of human resource and economic growth suffer developing countries in general and the Arab countries in particular lack of concern for the human element and concerned only with aspects of the physical and natural resources, and neglected human development and this led to the failure of development policies in these countries, this problem is called on to make the human element in very important as a means of development and purpose – centered, so no development is at the present time just increases in the rates of economic growth and reflected increases in per capita GDP, but has become more than so much as attention has turned to development to other aspects add to the income criterion included the development indicators social development and improve the quality of life and increase options for human as well as indicators related to basic human needs, people are the real wealth of nations. Hence the interest in this research.
