Abstract
The goal of study is to analyze the situated of Iraqi economy depending on analyze the competitiveness almightiness، that will induct to characterize the general lineament for strategy of build the national competitiveness almightiness to arising the economy situation. The study hypothesis indicate that the Iraqi economy have been suffer from big misfires in performance did not connect with nature of Iraq also it’s not conceder one of features but it’s impermanent although its existing since a long time. The reason of weakness the economy activities because of absence of long strategic vision to arise in these activities to high competitive levels has well elements and basis which dependence on it. The classic theory of trade did note determine in all measurement because of absence the fundamentals which the theory depend on ( the perfect competitive theory) for many reasons، the most important one is the technology changes، which become difficult on the countries because of high cost of high investment. Consequently according to these circumstances for incompletely economy the political become one of the most important point in appointing the competitiveness almightiness and passing the misfire of the markets and determine the balance through indications which divided to three phases، the first one connected to the bases requirements، the second is the eligibility and the third is the knowledge and creation. All the previous description depending on behavior which controlling FDI to develop national almightiness and to agreeableness with the development strategy. Thr past fifty tears has blurring in hulk of Iraqi economy because of the political and military events addition Dutch Disease and the bad economic policy for alternate governments. The simple attempt of reccing the opinion for a little Iraqi unities business groups except Kurdistan region around 12 basal competitive، the result indicate that the Iraqi economy sufferd from general misfires in competitive ( 60 %) and that appear the most important misfires is process the depravity and stabile in political and security situation also the loyalty in work and the clearance in the taxes system addition to filing in other bases. The actual attempts for government still humble effort to bring the foreign investors through legislated investment low and through some of other investment convention. The base strategy for hulk decision musy be repair that will lead to long stability in political and security situation as a condition tp repair the economy which creates new strategy for competitiveness almightiness as follow: Primary Phase: Build team work for competitiveness also national censorship . for Competitiveness. Start Phase : 1) Distribute the holistic competitive concept among different fillers of business groups and build the national competitiveness. 2) Measuring the indications of Iraqi economy and compare it with other countries. 3) Help to support the competitiveness almightiness for Iraqi business groups through establish new analysis system for technology concatenation depending on report of office. 4) Legislated the policies for business groups according to analysis which mention above and deliver those policies to the decisions maker to support the procedure of bring the investments. مقدمة
