| One of the new tribulations and modern contracts, the contract of discrimination of building and operating and return( B.O.T ), where the modern civil life demands to find public utilities with high capabilities that country budgets – especially poor countries – so this contract is considered as an open window to enter to the civil life with all its modern needs, besides it's considered as a salvation to countries and governments to achieve what civil life demands to find the below structure of water system, healthy dismissal and roads, and other ones like hospitals, airports, without effecting its budgets with depts. | ||
