| Abstract Research seeks to build scientific journals exemplary through the activation of material and moral support to those senior as well as hard work to modify Instructions adopted in scientific journals at the University of Babylon, as well as study the obstacles and problems faced by out by an effective serve scientific publishing university in Iraq and use the two approaches in the search are the curriculum survey and descriptive approach and conducted interviews with the owners of scientific journals within a selected sample of (7) scientific journals at the University of Babylon, as well as observation and descriptive analysis was the most important results as follows: 1. All scientific journals at the University of Babylon self-financed and with ratio (100%). 2. Scientific journals at the University of Babylon is a (paper lieutenant) distinguishes only colorful packaging. The main recommendations were as follows: 1. Building worthy of the reputation of scientific journals Iraqi universities, public and private University of Babylon, according to international standards and specifications for engineering publishing institutions. 2. Building exemplary models for scientific journals and in accordance with the specifications and standards for total quality management standard technical and formal and related attractive covers and paper glaze and bright colors and others.
