Abstract
Those who study the performance of institutions of higher education in Iraq should be noticed that a steady deterioration in the quality of services provided by, and perhaps confirms this decline, the decline in test scores and deficiencies in the basic skills of graduates and the increasing dropout rates and length of stay and the widening gap between labor market requirements and capabilities of graduates. All this emphasizes the need to search for a solution or a management philosophy that can help institutions of higher education to rise and overcome these difficulties and address the deterioration of those.
The application of Total Quality Management in educational institutions contributes significantly to the success of these institutions in achieving the objectives without causing waste of education, also contribute to these systems together to meet the wishes of students, parents, community and faculty members, as well as the improvement of teaching methods and means of evaluation and design educational curricula suited to the learning processes of self, and this requires the mobilization of efforts and the patience from the administrative levels all to achieve the results required, as patterns of leadership democracy believes in the principle of participation and cooperation among all participants and there is, including appreciation, respect and enjoy high morale and motivation towards change for the better.
The sound effectively in the case of higher education, is the product generated by institutions of higher education, where education plays a role and head in the process of development and the quality of peoples and their development, and is one of the most important sustainable investments, and which can not be achieved without the cooperation of the efforts of all staff at the university and active participation by students and by the graduates and the labor market and society in order to achieve equivalent efficiency and quality of higher education.
In this research will be addressed mechanism for the application of TQM in higher education sector, where we will start to clarify the basics of total quality management: concept, importance and objectives, and the statement of requirements applied in higher education institutions, and then offer a series of pioneering experiments in this area with a focus on the experience of Al-Nahrain University, leading to the building of a proposed model for total quality management in the Iraqi universities. |
