| Abstract | ||
| Iraq's constitution of 2005 adopting the Federal system which is based on political decentralization, which means the authority duplication in the Constitution .the authority divided between the federal authorities and local communities. It is noticeable that the 2005 Constitution needs to be revised because its texts are incompatible with the characteristics of federal and parliamentary systems. Therefore, this research divided into four chapters as follows: - The first / aspects of federalism. The second / distribution of competence between the federal authorities, regions and provinces. The third / federal authorities. Fourth / relationship between the legislative and executive powers and means of influence on each other. | ||
