| The new trends in most of states is stabilize on the liability of the state due to its changes acts, but the reach to this position is not easy but pass through many difficulties in order to destroy the traditional rule which denies the state liability due to absolute doctrine for the sovereign principle of the state which is based on the doctrine of (the principle of sovereignty and liability are not meeting, So we shall study the following points bellow: 1- the condions of acceptance of the case. 2- the scope of the principle of state liability . 3- the base of state liability . 4- the damages and the sanction of this liability | ||
