Abstract
After stabilized democracy as the basis of the rule, and become democratic governments represented the only legitimate to the people, it was necessary to find the appropriate mechanism that enables citizens to participate in the administration of their rule, and done exclusively such participation, but through election which enable people to choose their representatives, have been put forward to participate in the election issue prepare a register of voters who believe such participation. It is no doubt that the stage of preparing the voter register of the most important stages of the electoral process as a whole, that were not the most important of all of us at all, on the grounds that it phase in which the inclusion of the names of those who are eligible to vote in election lists, and without this limitation has no right of voters to appear in Fund ballot for the appear to participate in elections even if all conditions are available in it. Given the gravity of this stage, as it depends on the validity and accuracy of the safety of the entire electoral process, states are working on to include in their laws rules relating thereto, in terms of identifying the competent preparation of these records and how to prepare and review, made public and challenged, and competent to hear such appeals and their impact . It should be noted that the development taking place at the level of countries to build a democratic system Cup of government, did not lead to significant progress mainly unwanted on a practical level, especially in third world countries, Noting rising exposures Register voters to manipulate fraud as well as exposure of voters to the pressure and the results have came with to change and therefore a negative effect on political stability in the country . For the reasons advanced for the importance enjoyed by the register of votters" as one of the main pillars of the electoral process sound, it has become the focus of the study researchers in the fields of legal and political, we decided to be a "register of voters in elections to the Iraqi Council of Representatives in 2010 " as the subject of this research, according to the formula the following: - first axis includes the organizate register of voters and it is divided into two axis talking about studying the charge preparning voter register and about the second axis assigned to study how it was preparning voter register . The second axis was under the title of (appeal the processes preparning voter register and recording operataon ) and it is divided into two axis , the first axis assigned to study the adminstrative appeal . the two axis we talking it about the mixed appeal Finally we finished the research with end included laconic for the most important result , that the studying resulted from them
