| Become a public relations programs is an important factor and an active player in the success of any project, whether politically or economically, socially or culturally, has been extended attention to public relations to further this much, I started programs of public relations used by many countries of the world to improve the image of mental and gaining the approval of their audience in ways that and scientific methods planned and well thought out in order to achieve better goals. The exposure of Iraqi society like other societies in crisis and through decades of changes spread to the depth of structures and community institutions, and thus reflected on the overall situation of human security for citizens, and there is no doubt that the period that followed the occupation of Iraq in 2003, was characterized by alienated and marginalized and assaults on human rights and the confiscation of freedom of expression and opinion and the reactions of the other violent at all levels. The focus topic we discussed the important aspect in the life and stability of peoples, a tolerance, who missed all activated and go into the details because of its specificity and positive impact on communities, and provides for the principle of tolerance, recognition of others and respect his opinion and to live with on the basis of freedom of belief, thought and expression Atkerma or him, but right as one of the best methods and ways to get to the truth and gain personal and public to all parties alike. Should, therefore, all governments, institutions and bodies and stakeholders in this regard, to adopt and implement projects and programs of public relations is based on the principle of tolerance for others and respect the other opinion as a kind of democratic practice and as a method of the progress of civilization.
