Abstract
The investment of the main factors affecting the drive economic growth and progress of societies, whether the investment in the areas of productivity, service or financial. The world is now in the era of great transformation in the world economy and trade, it became clear the impact of technological advances, especially in the field of information technology and telecommunications, where change many of the concepts and theories of economic structures and economic institutions, which had reviewed the plans for the future based on the reality of the era of knowledge economy. The clear trend towards investment in information technology to be attributed only to the net profit, but also, as noted by many researchers to the role of ICT in the development process. From this point I realized many countries the importance of investing in information technology at the level of public and private sectors which managed already to bear the fruits of this investment (countries of Asia, and the countries of Persian Gulf). With this in mind and to achieve the objectives of economic development and community building of the transactions morphological Iraq and met with the field of information technology and communication neglect in previous years, requires the rapid development of plans and strategy for national and foreign investment in information technology and communications.
