Abstract
After twenty-four years (1980-2003) of war and economic blockade Iraq's transition from a country with many of the elements of economic power - from the vast natural resources and the possibility of qualified human resources - into a difficult situation is deplorable at the political, economic, social and environmental all as it destroyed the infrastructure and the deterioration of economic activity and social conditions reached to the point of severe deterioration in the face of rising unemployment and poverty rates of serious and attainable. Amid these conditions, the recent war in Iraq has reinforced his position of crisis economically, socially and quoted from bad to worse because of what the mechanisms of war wrought by the destruction of what remains of public facilities and stop the activities of life as a whole. Iraq has entered a new phase in March 2003, with economic and social crisis than in terms of coverage and intensity of crises that are known to other developing countries necessitated the introduction of economic reforms. In spite of the presence of the occupation and the lack of independence in the economic and social decision, but we can say that the policy pursued by Iraq in the present economic and social under the title of "economic reform and reconstruction" based in large part of them to tips and advice of international financial institutions on economic reforms . Either the policy of reconstruction came based on "a document assessing the basic needs," which had been set by the UN in collaboration with the World Bank. Although the so-called "reconstruction and economic reform" was launched with momentum and clear since the end of military operations, but the policy still is a set of procedures and practical measures that can not be refunded to the reference frame a comprehensive, integrated and officially defined legally (a plan or program) and it was left of the way to evaluate the economic reform policies taken out in Iraq now only follow up on these general trends with what has been taken so far Procedures and practical measures and we will try in this paper focus on the policies of sectoral development and evaluation of policies, the reconstruction of the infrastructure as well as the policies of social promotion.
