| Abstract | ||
| The history of Human Knowledge has many stages. It can be divided into three stages. The first wave like agricultural and industrial resources. Second, the world that is represented be the cheep worker force. Third, the wave that depends on the Knowledge background, Knowledge-Economy and as exploitation it. Knowledge policy is presented on the principle of work organizes the system in an organization. Many countries have presented huge efforts to push up the level of the Infrastructure of science and technology, and develop the capital funds. This research discusses the scientific foundations that should be used to build knowledge and draws the way map for Iraqi science policy and how to enhance research and encourage researchers. We have depended on the experience of one Asian country which share some elements with Iraq; Malaysia. Malaysia has a long experience in Knowledge -Economy field or what is known as "Third Wave". | ||
