Abstract
شهد العالم تطورا سريعاً في الحقبة التي تلت الحرب العالمية الثانية وقد عم هذا التطور مختلف مجالات الحياة السياسية والاقتصادية والاجتماعية مما اثر على مجمل الحياة الانسانية فتعددت حاجات الافراد وتنوعت مما كان دافعاً وراء ظهور مختلف انواع المنظمات وعلى وجه الخصوص المنظمات العملاقة لتلبية حاجات الافراد المتنوعة من سلع وخدمات الا ان ندرة الموارد المتاحة لمنظمات المجتمعات المعاصرة اظهرت الحاجة الى وجود نظام يكفل استخدام الموارد المتوافرة بالشكل الذي يضمن اشباع اكبر قدر ممكن الحاجات الانسانية المتنوعة وان عملية الموازنةبين الزيادة المضطردة في هذة الحاجات وندرة الموارد المتاحة قد سلطةت الضوء على اهمية الرقابة وعلى الاداء في المنظمات الخاصة والعامة على حد سواء
