Abstract
The central business district is the heart of economic and social life of the city, as most activities are concentrated in urban areas. Making it suffers from many problems, which are necessary to study them. Have been identified the central business district of the city of Nasiriyah, depending on a set of planning standards and then were selected centers to limit the traffic on the entrances and exits at different hours of the day and different days of the week and seasons of the year and to know its origin and itinerary and destination, and means, has also been limited to modes of transport operating in the area and public transport vehicles and their locations have been limited to the number of car parks and spaces, as well as do a survey to determine traffic volume of the human and then taking (5%) of these to determine the size of the sample reached the study to know the reasons that could explain the the emergence of congestion of the human and vehicles as well as determine the hours of peak, one in the morning and the other evening was the distribution of (1378) questionnaire of which (213) on the car owners, (3) the employees of the password and (3) the competent urban planning in the province and (3) the owners of parking garage, and (1157) on the infantry and the study findings to formulate some proposals for the purpose of absorbing the problem on the Basis of sound planning
