Abstract
Abstract : The research deals with the real problems that prevent the development to achieve its objectives, despite the increasing financial resources available to the Iraqi economy. These problems enable . to this absence or the uncertainty in the selection of intellectual approach has led not to choose the appropriate path for economic reform. The strategies of national development are not so much realistic, It is a huge amount of goals and wishes for the short time not able to absorb it. As its tool that the free market were not the ideal solution for the development of the Iraqi economy during the current phase. These premises led to the confusion of the transition mechanisms as a means of economic reform. This is Characterized by the non-use of privatization of public sector projects for the expansion of the role of the private sector and strengthening the role of the private property , to the lack of incentives for domestic investment and attract foreign investment ,and the deviation of the general budget of the real development goals. In addition to the contradiction between the financial and monetary policies in dealing with inflation lowers. And to the lack of integration of levels of planning with local, regional, with national. This leads to the spread of financial and administrative corruption. The confusion of these mechanisms resulted in the loss of opportunities and scattered efforts. The research found a number of conclusions and recommendations appropriate to achieve the desired national development
