Abstract
The human development is the substrate upon which the economic development because without it there is no development of viable, and because the human element is one of the most important elements in the economic and social development is human resources focus economic development process in various races, and prepare a real wealth of any nation and there are a lotvarious countries of different levels of economic and social progress interested human development because it is the human being is very means and the goal of the development process and this was confirmed by the Human Development Report of 1990, which focused on giving importance to the human race and this interest is important and must be development in the aspects of education and training, and rehabilitation and attention to health and nutrition,and human rights and environmental dimensions of society and this leads to increase the skills and competencies of the human race, experience and acquisition of knowledge and also increase employment and reduce unemployment, income redistribution, and the elimination of social backwardness, and made a lot of developing countries, including Iraq that human development is fundamental and foundation for building a healthy society prosperousHumanity provides for himself all the elements of social welfare
